Think of EMINT as a "super" category of Intelligence, above law-enforcement Intelligence and Investigation. Sources from many divergent entities and agencies needs to be curated (analyzed and distributed appropriately) centrally and within the construct of the Incident Command System for response and recovery missions. EMINT is full-cycle work, active in Preparedness/Protection/Prevention, Response, Recovery, and Mitigation.
