The CEMIR is a think-tank devoted to advocating for the use of Intelligence all the time for Emergency Management - and not just Law-Enforcement Intelligence - but all kinds and types, applicable to the full-cycle needs of Emergency Management.
Emergency Management Intelligence (EMINT) is actionable intelligence which is needed before, during, and after incidents, emergencies and disasters by command and general staff. We are academics, practitioners, and "pracademics" (those who do both) in field of Emergency Management. We advocate for the "curation" of the necessary intelligence elements to be collected, analyzed, and distributed appropriately for the betterment of the incident response and recovery operational missions and their support through planning, finance/administration and logistics.

Full transparency here: We are not a branch of any government and at the moment, we are not a non-profit organization (i.e., 501c3) . We exist only on paper, as a website being fiscally and technically supported by Barton Dunant - Emergency Management Training and Consulting, which is a unit of York Drive, LLC. In 2023, we launched a paid membership and partnership option, as well as an online store in order to help finance operational costs. The vast majority of our content remains free to access.
