The Center for Emergency Management Intelligence Research (CEMIR)

The CEMIR is a think-tank devoted to advocating for the use of Intelligence all the time for Emergency Management - and not just Law-Enforcement Intelligence - but all kinds and types, applicable to the full-cycle needs of Emergency Management. 


In the United States (for civilian-led incidents), the possible use of Intelligence is only applicable (today) to Intelligence and Investigation, usually associated with determining "the source or cause of the incident, to control its impact and/or help prevent the occurrence of similar incidents" (FEMA, 2019).


We believe the definition of Intelligence is so much more than that. And there are so many more needs for intelligence gathering, analysis, and distribution, to benefit Emergency Management both in steady-state (blue skies) and disaster-state (gray/black).


Emergency Management Intelligence (EMINT) is actionable intelligence which is needed before, during, and after incidents, emergencies, and disasters.  MAC groups, Policy Councils, command and general staff, and others all benefit from coordinated, consolidated intelligence flow. EMINT is full-cycle and full Incident Command System (ICS).   Learn more from our FAQ page and subscribing to our blog below. 

Who we are

We are academics, practitioners, and "pracademics" (those who do both) in field of Emergency Management.  We advocate for the "curation" of the necessary intelligence elements to be collected, analyzed, and distributed appropriately for the betterment of the incident response and recovery operational missions and their support through planning, finance/administration and logistics.

What we do

We conduct and collect research on EMINT, and publish through the following: 

  • The Curator - a hosted and monitored blog - for short pieces and tactical items, sent periodically to subscribers and available online here
  • The CEMIR on Substack - for advocacy opinions and public-facing material, such as open-source intelligence reports
  • Academic Research/Reports - via Trade Publications, Journals and Websites for substantive articles
  • We partner with other groups and organizations, to both educate their constituents on EMINT, and to promote cross-collaboration. Example includes the SCIP, for Competitive Intelligence.

Who benefits from our work

Leadership benefits from Emergency Management Intelligence. Decision-makers in the governmental and non-governmental sectors, equally.  And EMINT is global, and nation-specific at the same time.

How we are funded

Full transparency here: We are not a branch of any government and at the moment, we are not a non-profit organization (i.e., 501c3) . We exist only on paper, as a website being fiscally and technically supported  by Barton Dunant - Emergency Management Training and Consulting, which is a unit of York Drive, LLC. In 2023, we launched a paid membership and partnership option, as well as an online store in order to help finance operational costs. The vast majority of our content remains free to access. 

What we are planning next

  • We would like to start an open-source (not behind a pay-wall) peer-reviewed journal. Thinking of a title now, we are leaning towards "Sapietia" - which is Latin for "Wisdom". Anyone who can help with getting this going, please drop us a line.
  • We are working on getting connected to an academic institution. We believe this type of affiliation will help with research, advocacy, and funding.
