The CEMIR is a think-tank devoted to advocating for the use of Intelligence all the time for Emergency Management - and not just Law-Enforcement Intelligence - but all kinds and types, applicable to the full-cycle needs of Emergency Management.
In the United States (for civilian-led incidents), the possible use of Intelligence is only applicable (today) to Intelligence and Investigation, usually associated with determining "the source or cause of the incident, to control its impact and/or help prevent the occurrence of similar incidents" (FEMA, 2019).
We believe the definition of Intelligence is so much more than that. And there are so many more needs for intelligence gathering, analysis, and distribution, to benefit Emergency Management both in steady-state (blue skies) and disaster-state (gray/black).
Emergency Management Intelligence (EMINT) is actionable intelligence which is needed before, during, and after incidents, emergencies, and disasters. MAC groups, Policy Councils, command and general staff, and others all benefit from coordinated, consolidated intelligence flow. EMINT is full-cycle and full Incident Command System (ICS). We are academics, practitioners, and "pracademics" (those who do both) in field of Emergency Management. We advocate for the "curation" of the necessary intelligence elements to be collected, analyzed, and distributed appropriately for the betterment of the incident response and recovery operational missions and their support through planning, finance/administration and logistics.
We conduct and collect research on EMINT, and publish through the following:
